Discussion about forming a Union of the Voivodeships of the Republic of Poland started when the local governments were established. The first proposal about founding this Union was criticised by the Presidents of the Sejmiks of the Voivodeships. A new arrangement between the Assembly of the Marshals of the Voivodeships and the Forum of the Presidents was established during a meeting in the zachodniopomorskie voivodeship. These new arrangements involved the charter of the Union of the Voivodeships.  The main contentious issues concerned:
  • Makeup of the General Assembly (the first variant – 16 Marshals, the second variant – 16 Marshals and 16 Presidents, the third variant – delegations from 16 voivodeships)
  • Mode of making a decisions (the members should vote or the delegates of the General Assembly)
The next meeting took place on the 13th of February 2002 in Jabłonno, near Warsaw. These contentious issues were discussed again.  The representatives of the mazowieckie voivodeship and the ¶l±skie voivodeship suggested that each voivodeship should have an equal number of delegates. In the meantime an amendment of the act involving local governments had been taken (according to this amendment local governments could now set up associations).
The founding committee (Marshals of the Voivodeships and Presidents of the Sejmiks of the Voivodeships) met on the 9th of September 2002 in Warsaw. They accepted the charter of the Union and they set up a new association.  The project about the UVRP’s charter was also presented. According this charter the General Assembly is the most important body in the Union of the Voivodeships of the Republic of Poland. There are 64 delegates on the General Assembly – representatives of the voivodeships (4 people from each voivodeship – Marshal, President of Sejmik and two councillors).  Mr Adam Struzik (Marshal of the mazowieckie voivodeship) authorised Mr Włodzimierz Nieporęta (President of Sejmik) to register the new association.
The 1st General Assembly of the Union of the Voivodeships of the Republic of Poland took place on the 21st of September 2002.  Executive Board and Audit Committee were chosen:

  • Grzegorz Grzelak (Vice-Chairman of the Board)
  • Edward Hunek (Vice-Chairman of the Board)
  • Ryszard Ostrowski (Member of the Board)

  • Ryszard Galla (Chairman of the Committee)
  • Lucyna Andrysiak (Member of the Committee)
  • Jan Grzesiek (Member of the Committee)
The 2nd General Assembly of the Union of the Voivodeships of the Republic of Poland took place on the 4th of April 2003. A new Executive Board was chosen:
  • Andrzej Ryński (Chairman of the Board, Marshal of the warmińsko-mazurskie voivodeship)
  • Piotr Fogler (Vice-Chairman of the Board, President of the Sejmik of the mazowieckie voivodeship)
  • Henryk Makarewicz (Vice-Chairman of the Board, Marshal of the lubelskie voivodeship) / but since the 8th of December 2005 – Leszek Deptuła (Marshal of the podkarpackie voivodeship)
  • Danuta Kledzik (Member of the Board, Councillor of the Sejmik of the pomorskie voivodeship)
  • Marek Nawara (Member of the Board, Councillor of the Sejmik of the małopolskie voivodeship)
The next General Assembly of the Union of the Voivodeships of the Republic of Poland took place on the 20th of February 2007. A new Executive Board and Audit Committee were chosen:

  • Adam Struzik (Vice-Chairman of the Board, Marshal of the mazowieckie voivodeship)
  • Marek Nawara (Vice-Chairman of the Board, Marshal of the małopolskie voivodeship)
  • Krzysztof Sikora (Member of the Board, President of the Sejmik of the kujawsko-pomorskie voivodeship)
  • Michał Łuczak (Member of the Board, President of the Sejmik of the zachodniopomorskie voivodeship)

  • Zygmunt Cholewiński (Chairman of the Committee)
  • Krzysztof Kwiatkowski (Member of the Committee) / but since the 6th December 2007 – Mieczysław Bagiński (President of the Sejmik of the podlaskie voivodeship)
